Senior Buyer- Large Scale Project
 
Our client is a once in a lifetime type cutting edge project located in Pasadena, California. Being developed by a group of leading university and research centers from across the globe.
 
They are looking for a Senior Buyer
This position is based in Pasadena, CA.
 
This person will also be responsible for all aspects of contracts and purchasing to support the successful acquisition of products and services, including specialized and technical procurements in a large scale project.  Suppliers include domestic and international businesses, educational institutions and non-profit organizations.  
 
Other responsibilities:
  • The development of RFQ’s/RFP’s,
  • Reviewing and negotiating terms and agreements, purchase orders, and changes to existing contracts and purchase orders. 
  • Ensuring consistency with company policies, procedures and best practices.  
    • Review and participate in all aspects of Procurement activities, including negotiations and documentation of proposed transactions and contractual agreements.
    • Partner and provide guidance to internal technical staff concerning procurement issues, including RFP’s, statements of work, technical requirements and technical management of awarded purchases. 
    • Provide advice and guidance to Company management on contractual rights, legal and compliance risks and obligations.
    • Determine and negotiate crucial terms and conditions. 
    • Ensure compliance with corporate policy, company procedures and applicable laws.
    • Work with key stakeholders including technical staff, project management and the General Counsel on matters requiring legal review.
    • Manage procurement reporting and files for assigned workload.
    • Issue and manage assigned contracts from inception to contract closeout.
    • Respond to inquiries from internal customers and external vendors.
    • Work with requesters to monitor vendor/supplier performance.
    • Negotiate pricing, terms, and compete buys.
      • Resolve discrepancies with supplier invoices and purchase orders.
 
Required Experience
 
  • Bachelor Degree in Business Administration or related field.  6 to 8 years of successful experience in Procurement Administration with a minimum of 3 years working directly on engineering or scientific/technical projects.
  • Excellent knowledge of contract and procurement activities including contract formation, contract review, revision and negotiation, post-award administration of contracts, close-out and terminations. 
  • In-depth knowledge of various contract types (e.g., Time & Materials, Fixed Price, Cost Reimbursable, Master Service Agreements, Task Orders, etc.) and their respective pricing structure and terms. 
  • Experience managing the competitive bidding process including informal and formal supplier solicitations (e.g., RFPs, RFQs, etc.), establishing bid evaluation criteria and strategies to arrive at a fair and reasonable price. 
  • Experience in the development, review, evaluation and negotiation of terms and conditions and engineering, contractor, supplier proposals.
  • Excellent commercial negotiation skills
  • Excellent written and oral communication and presentation skills
  • Excellent ability to work with others and proactively support a team environment.
  • Ability to work with and manage interdisciplinary teams to ensure contractual requirements are met.
  • Computer literate with MS Word Office products, spreadsheets, and database programs.
  • High standard of ethics
  • Strong sense of accountability
  • Well-organized and able to multitask
  • A self-starter with the ability to work independently, under pressure and meet deadlines
  • Non-disclosure agreement acceptance and credit check will be required.
 
 
Preferred Experience
 
  • Extensive knowledge of commercial procurement laws, practices, standards, Uniform Commercial Code (UCC), incoterms;
  • Understanding of Project Management activities; strong background in international and commercial complex purchases.
